KOTA KINABALU, 22 OCTOBER 2026 — Control Union (Malaysia) Sdn. Bhd. and The Vanguards Services Sdn Bhd have announced a strategic commercial collaboration under a Memorandum of Agreement (MOA) at Sustainable Action Conference 2026 (SAC 4.0), held at The Magellan Sutera Resort, Kota Kinabalu, Sabah.

The agreement establishes a focused Supply Chain Security & Resilience Project designed to help manufacturers, logistics operators, warehouse operators and businesses engaged in international trade strengthen security controls, prepare for evolving customer and regulatory requirements, and manage risks that can interrupt the movement of goods.

The collaboration brings together expertise in supply chain security standards and trade security programmes, including Authorised Economic Operator (AEO) and Customs Trade Partnership Against Terrorism (CTPAT), alongside ISO 28000 supply chain security management. Its emphasis is on translating recognised security frameworks into practical training, preparedness and independent assessment opportunities.

Under the agreed model, Vanguards is the preferred consulting and training partner, contributing specialist trainers, technical materials and implementation expertise. Control Union is the preferred independent auditing, assessment and verification partner, subject in every case to the relevant scheme rules, technical competence, impartiality and conflict-of-interest safeguards.

CU Academy will anchor and administer the joint professional training programmes. The partners intend to develop competency-building courses and practical workshops that equip organisations to recognise vulnerabilities, strengthen internal controls and build more capable teams responsible for supply chain security and resilience.

The partners also intend to develop practical supply chain security solutions and verification approaches, including the Control Union Supply Chain Security Verification Protocol, while jointly engaging industry through client programmes, seminars, workshops and other market-development initiatives. Any audit or verification will be conducted independently, without any presumption that training or consulting leads to a favourable assessment.

The collaboration aims to strengthen the supply chain security ecosystem by connecting training, independent assessment, cargo risk management and engagement with marine and cargo insurance brokers. Cargo risk assessments across transport, handling and storage will identify vulnerabilities and inform practical loss-prevention measures. Broker engagement will support discussions on cargo exposures, insurance requirements and risk-transfer options to strengthen cargo protection and supply chain resilience.

The expected business benefits extend beyond compliance readiness: stronger security practices can help protect cargo and facilities, reduce disruption exposure, support customer confidence and improve continuity of operations. More broadly, operational resilience should be pursued alongside resource productivity and energy efficiency—optimising energy used per unit of output rather than treating a reduction in total energy consumption as the only measure of improvement. Energy efficiency is a complementary sustainability priority, not a separate service commitment under this agreement.

“Supply chain security is no longer simply a matter of protecting goods in transit. It is fundamental to business continuity, market access and the confidence that customers place in their suppliers. Through this collaboration, we want to bring together practical capability-building and credible, independent assessment so that companies can identify vulnerabilities, strengthen their systems and demonstrate resilience across their operations,” said Supun Nigamuni, Managing Director, Control Union (Malaysia) Sdn. Bhd.

“Our focus is to help businesses translate supply chain security requirements into practical measures that work on the ground. By combining Vanguards’ specialist training and implementation capabilities with Control Union’s independent assessment and verification expertise, we can support organisations in building stronger teams, more secure facilities and more resilient supply chains,” said Sangar Kandasamy, Group Managing Director, The Vanguards Services Sdn Bhd.

The exchange of the Memorandum of Agreement at Sustainable Action Conference 4.0 on 21 October 2026 in Kota Kinabalu illustrates the conference’s focus on translating dialogue into actionable industry collaboration. Organised by Control Union Malaysia with support from the Embassy of the Kingdom of the Netherlands, the conference is held under the theme “Sustainability as the New Economic Advantage.”

Through the Supply Chain Security & Resilience Project, Control Union Malaysia and Vanguards aim to make specialist knowledge, workforce development and credible independent verification more accessible, helping businesses build secure, competitive and resilient supply chains.
